Hugh
Baker is president of MeterSmart. In this capacity,
he is responsible for strategy, management and business
development for the MeterSmart organization. Baker
was one of the firm’s first employees. During
his previous role as vice president, he managed several
projects including the founding of Sharyland Utilities,
the first new electric utility in Texas in more than
30 years. In connection with that effort, he submitted
testimony before the Public Utility Commission of
Texas, and participated in virtually every aspect
of the formation of the new utility company.
Baker has also managed the development of the Sustainable
Technology Business Center, a high-reliability,
high-bandwidth energy efficient commercial building
product offered to mission critical real estate
users. He has led in MeterSmart’s efforts
in cogeneration project development, power plant
permitting, metering products and energy information
services. Baker has also worked on several of the
firm’s acquisitions, joint ventures and energy
venture capital activities.
Prior to joining MeterSmart in 1998, Baker spent
17 years as consultant to utilities, energy marketing
and law firms, and national trade associations.
His experience as a consultant includes wholesale
power sales and purchasing, retail energy purchasing,
utility mergers and acquisitions, wholesale and
retail rates, economic feasibility analyses, system
planning studies and litigation support/expert witness
services. His consulting career included a successful
nuclear plant litigation settlement effort, testimony
before the Federal Energy Regulatory Commission
in several of the first open access transmission
cases, power plant joint ownership agreements, hydroelectric
power pooling agreements and numerous wholesale
power transaction negotiations. Baker’s consulting
experience spanned most of the major electric reliability
regions in North America.
Baker received a bachelor of electrical engineering
degree from the Georgia Institute of Technology
and a master of business administration degree from
Georgia State University. He is a registered professional
engineer in California and Virginia. Baker is the
author of several articles in industry journals
and periodically participates as a speaker in energy
and real estate industry conferences. He has testified
before the Federal Energy Regulatory Commission,
the Public Utility Commission of Texas, the South
Carolina Public Service Commission, and in several
civil litigation proceedings. In 1992, Baker was
appointed as a member of the NYMEX Electricity Futures
Advisory committee.
